Plot: A dirty cop has to face his past as he is caught on tape beating a suspect. 
Review: I wanted to like this film. I love dirty cop movies and I love Woody Harrelson. But like a lot of dirty cop movies, the basic plot is to see how dirty the cop can be.  That’s okay but this film doesn’t really have any aim and in the end it comes off as unrealistic.  It’s like the director had a lot to say about a bunch of things but didn’t know what he wanted to say. So you have subplots about sex, the Vietnam war, veterans, cops, Rodney King and corruption but nothing gets resolved or even really explored.  The acting really saves it but only for a bit. Harrelson does a great job but he has nothing to do. It was just all over the place.  
Trivia: This poster was the best thing about the whole thing.
